CONCEPT Attractive New York City lawyers in the public defender's and district attorney's offices face off in and out of the courtroom.
THE SCOOP ''Everybody wakes up in the morning feeling righteous,'' says exec producer Steven Bochco (NYPD Blue). But then the indignation sets in. NYPD alum Mark-Paul Gosselaar plays the idealistic defender willing to go to jail in contempt rather than be intimidated by the capricious Judge Kessler (Malcolm in the Middle's Jane Kaczmarek). ''It's not only about a busted system,'' adds Bochco. ''It's about class warfare.''
BOTTOM LINE The show is competent, but has a definite feeling of been there, seen that. And what the heck is going on with Gosselaar's hair?
