A promising rock band that have been building its audience without the help of Top 40 radio have a worthwhile new album out. ''Axl Rose Is Love''? So saith Mary's Danish singer Gretchen Beiderbecke Seager in a voice dripping with irony. ''There's not enough room for this sort of hatred,'' she sings, apparently in response to Guns N' Roses' racist- and homophobic-flavored ''One in a Million.'' The spunky and funky (if in other songs often inscrutable) Hollywood band rocks out creditably on the new, 17-track Circa, notably on a cover of Jimi Hendrix's ''Foxey Lady'' and the textured, driving single, ''Julie's Blanket.'' B
