Rogers, long ago established as the King of Countrypolitan Jive, is bad enough when he offers mawkish fantasies about old age and chance romantic encounters like in Love Is Strange. But he hits his low ebb on a duet with Dolly Parton — a remake of ''Love Is Strange'' that sounds amazingly like the mating of a heifer and a hog-and on the hokey ''If I Were a Painting,'' written in the melodramatic style of Lionel Richie. Rogers is the musical equivalent of a black-velvet Elvis, the embodiment of schlock art.D-
