Despite its generic title, the straight-to-tape oddity Love and Action in Chicago is completely uncategorizable and not in a good way. What starts as a rote thriller about a government ''eliminator'' turns into a limp comedy as he dates a free-spirited accountant, then morphs into a clumsy musical as Regina King hoofs with Jason Alexander (as a Windy City spymaster!). The sole highlight is hearing Ed Asner (as a hothead fed) cuss like you know Lou Grant always wished he could have. D-
