If you need a reminder that the '90s weren't a complete rock & roll waste, pick up the posthumous survey of the Posies' three Geffen albums, The Best of the Posies: Dream All Day, some of the decade's most heartbreakingly tuneful stuff. The Seattleites' major-label bow, 1992's Dear 23, was a Beatles/Hollies/Who-inflected masterpiece; they subsequently traded some of their sublime melodicism for rocking out more, which wasn't a terrible tradeoff. A golden touch is also evident in rarities like their cover of ''King Midas in Reverse.'' A
