This band, a kind of Tex-Mex Traveling Wilburys, brings together Doug Sahm (of the '60s group the Sir Douglas Quintet), his longtime pal keyboard player Augie Meyers, country hitmaker Freddy Fender, and accordionist Flaco Jimenez in Texas Tornados. The Tornados whip up a cauldronful of the spicy flavors that constitute Texas border soul — a sound that originated in dance halls and cantinas and bubbled into a musical stew of sound in Saturday-night honky-tonks. Sahm et al. move easily from rock & roll (''A Man Can Cry'') to party vamps (''Who Were You Thinkin' Of'') and pleading ballads, keeping things rough and roots-oriented — ''(Hey Baby) Que Paso,'' laced with squeeze-box effervescence, is an instant transport to a grungy back-street border bar.
