You'd expect a documentary about closeted gay politicians who hide their sexuality behind virulently antigay voting records to be a diatribe. But Kirby Dick's furious, deft, revealing film is  humane enough to separate the sinner from the sin. The movie excoriates the hypocrisy of  self-hating gay lawmakers (several of whom it outs), yet it also explores the burden of the public closet. The interviews in Outrage weave a history of the gay  underground of American power, with the former New Jersey governor James McGreevey striking a high note of confessional eloquence. A–
