Teena Marie's 13th album, Congo Square, starts strong, with supple jams like ''The Pressure.'' But while she proves a clever wordsmith on ''Ear Candy 101'' — rhyming ''Artful Dodger'' with ''let me massage ya'' is no small achievement — the set buckles under the weight of soggy come-ons and awkward stabs at social commentary. Next time, Lady T should explore her jazzy side, as ''Harlem Blues'' and the title track provide pleasing detours. B-
