Last year the press roasted this toaster for his homophobic track ''Boom Bye-Bye,'' which may be why his major label American debut, Voice of Jamaica, is so nauseatingly politically correct (from the antiviolence ''Tribal War'' to the PG-rated safe-sex primer ''Willy Don't Be Silly''). The only raw thing left, his rugged vocals, competes too much with lively backup singers and stock production. C+
