Club DJ and remixer-for-hire David Morales, known for putting a classy sheen on a dance floor full of house-diva smashes, flashes signs of being a clever, C+C-level pop architect with his solo debut, The Program. Highlight: ''Gimme Luv (Eenie Meenie Miny Mo),'' which apes the ''Tainted Love'' bass line to a gently funky effect.
