Gil Scott-Heron is still alive, but his ghost has already surfaced in the form of 22-year-old mad hatter Jay Kay and his trendy London acid-jazz group. The band's name stands for ''earth-worship (Iroquois) funk free-for-all (jam),'' and despite the eco- friendly hype, with Emergency on Planet Earth they do turn out gritty organic grooves with enthusiasm. B+
