Where is the one seize-the-day song or cutting-edge producer a great pop stylist like Deborah Harry needs to return her to her rightful spot at the top of the charts? Debravation reverberates with fond echoes of the sultry vocals that helped define new-wave cool — and there are some gems (''Strike Me Pink,'' ''Communion''). But the Flashdance-disco riffs of numerous misguided collaborators also present the former Blondie frontwoman with some of the most enervated material of her checkered past. B-
