Several of Garth Brooks' best songs (''We Shall Be Free,'' ''The Gift,'' ''Learning to Live Again'') were written or cowritten by Stephanie Davis. Yet on her solo debut, Stephanie Davis, a collection of jazz-pop ditties, Western swing, and wistful looking-for-love ballads, Davis displays little of the insight and grit that marked the Brooks songs.
