The Complete 1959 CBS Charles Mingus Sessions finds one of the foremost jazz composers at his best. The rough but irresistibly spirited, previously unreleased version of ''Better Git It in Your Soul,'' which opens this near-perfect, four-audiophile-LP set, is a wondrous find. (One minor flaw: Sunny Clapp, not Mingus, composed ''Girl of my Dreams.'') Mosaic, the standard-setter for reissues, is also offering recommended Buck Clayton and Don Cherry sets. A
