It aspires to the deadpan whimsy of This Is Spi¨al Tap, but this silly hip-hop lampoon sputters along like a bad Saturday Night Live sketch — not surprising, since SNL's Chris Rock cowrote and stars as one of three suburban kids who masquerade as straight-outta-prison gangsta rappers. The wittiest gag is a throwaway spoof of one of Spike Lee's more pretentious directorial flourishes, an inside joke that will probably be lost on CB4's target audience. C-
