BABY TALK ''From Hell'' star Johnny Depp has gone from Jack the Ripper to Jack the Whippersnapper. On April 9, at the American Hospital in the Paris suburb of Neuilly, Depp's girlfriend, French singer/actress Vanessa Paradis, gave birth to the couple's second child, Jack John Christopher Depp III. The couple also have a daughter, Lily-Rose Melody Depp, who will turn three in May....

Are Benjamin Bratt and Talisa Soto expecting? His spokesman says, ''No comment,'' and hers says no way, but People magazine reports that Bratt's new bride is indeed with child, citing reports from unspecified friends. People also offers details on the ''Pinero'' stars' nuptials, which they managed to keep secret from the press until Tuesday, three days after the ceremony. According to the magazine, about 20 friends and relatives attended the wedding, on a hill overlooking San Francisco Bay. She wore a white, scoop-necked, off-the-rack gown and flip-flops; he wore a black Calvin Klein suit with no tie. Officiating was Bratt's mother, Eldy. The reception was held at a Vietnamese restaurant. Bratt and Soto's wedding comes only about five months after they started dating and less than a year after his breakup with Julia Roberts, whom he dated for nearly four years....

''ER'' doctor Noah Wyle is on his way to the maternity ward. He and Tracy Wyle, his wife of two years, are expecting a child in November.

HEALTH WATCH Singer/actor Tyrese is in the hospital after injuring his back in a motorcycle accident last Friday. The ''Baby Boy'' star totaled his bike in a desert stretch of Riverside County, Calif. The 23-year-old sought treatment for cuts at an area hospital and was released, but by Monday, his lingering back pain led him to check into Cedars-Sinai Medical Center in Los Angeles. He's listed in stable condition and is expected to remain hospitalized at least until the weekend.

LEGAL BRIEFS Biggie Smalls' family is seeking the public's help in its suit against the city of Los Angeles and three LAPD chiefs over the rapper's still unsolved 1997 murder. The lawsuit alleges that the LAPD should have been able to prevent the killing and should have investigated more thoroughly the possible involvement of a former Los Angeles cop, David Mack, who had ties to West Coast hip-hop rival Suge Knight. (Both Mack and Knight have denied involvement in Smalls' death). The heirs of Christopher Wallace released a statement, saying, ''The family believes that there are individuals who have information pertinent to this case, who may not have been willing to come forward in the past. She's not a lawyer, but she used to play one on TV. Former ''Law & Order'' star Angie Harmon went to Washington on Tuesday to support a Senate bill that would make it a crime to videotape people without their consent while they're undressing or engaging in sexual activity. (Surveillance cameras in store dressing rooms and in public places like ATM stalls would be exempt.) The bill was inspired by the case of Susan Wilson, a Louisiana woman who discovered her neighbor had installed peeping-Tom cameras in her house but couldn't prosecute because Louisiana was one of many states where non-consensual video surveillance (unlike audio surveillance) wasn't illegal. Harmon brought her story to TV when she starred in the Lifetime movie ''Video Voyeur: The Susan Wilson Story.'' Said Harmon, ''This is going on today; this is happening right now... and it has to be stopped.'' The bill, sponsored by Sen. Mary Landrieu (D-La.), also contains an Internet provision that would try to shield kids from pornography and hate speech by creating a separate domain for adult material.

RETIREMENT The unkind may say he never started, but now Dolph Lundgren says he's giving up acting. ''I'd like to enjoy the next 20 years with my family and kids and [take] it easy,'' the 44-year-old said in a recent interview. The Swedish-born action actor was best known for his (deliberately) cyborg-like performances in ''Rocky IV'' and ''Universal Soldier.'' His latest movie is called ''Alien Agent.''
