The only guitarist who's a member of both the E Street Band and Ringo Starr's All Starr Band, Lofgren continues a long line of solo work featuring delicate string-plucking, pleasantly hoarse crooning, and sincere but trite songwriting (''You are the bomb/You make it calm''?). When the best tune is a (lovely, deeply understood) cover of the Everly Brothers' ''All I Have to Do Is Dream,'' you should consider outside writers more often.
