BRANDY IS DANDY

She's not a girl--more like a woman. We refer not to Britney, of course, but Brandy, who, at 23, is going the Janet Jackson "Control" route and asserting her sexy independence with the help of a powerful megaproducer--Rodney Jerkins, in this case. Brandy's "What About Us?" video tops MTV's list of the week's most played clips, leaping from the channel's No. 10 spot and coming in just ahead of high-flying videos from OutKast and P.O.D. Spears' somewhat tepidly received ballad drops to No. 10 on MTV's chart. (The disparity between the two B-girls' tunes is much greater at radio; on Billboard's Hot 100, "What About Us?" sat at No. 12, but "I'm Not a Girl..." hadn't hit the top 50.)
