As Sam, a grown man with the mind of a 7-year-old, Sean Penn waves his arms around like flippers and speaks in the goo- goo voice of a big, effeminate baby. The film wants to be Rain Man meets Kramer vs. Kramer, with Sam fighting to retain custody of his daughter as she approaches her eighth birthday. Yet there's a howler at its core: How did he raise her up until then? I Am Sam is the dumbing down of low-IQ sentimentality.
