A decade ago Glasgow, Scotland's Teenage Fanclub were a white-hot buzz band, the Strokes of their time. When they failed to break through, most of their defenders turned away. But the faithful will welcome Howdy!'s feel-good jangle pop, and recognize it as the 'club's most satisfying collection since 1990's A Catholic Education.
