''We've been prisoners long enough. Let's be gardeners.'' And so an ingratiating crew of convicts is rehabilitated with the help of primroses, a spade, and -- oh, please -- a soundtrack that features Tears for Fears' ''Sowing the Seeds of Love.'' That said, there's some fun to be had in such an aggressively twee film. The flowers are pretty and so is Owen (Croupier), playing a murderer who realizes nothing soothes the conscience like a little horticulture. But watch the man's enormous sex appeal droop as he makes love to the violets.
