Deryl Dodd, a honky-tonker of promise sidetracked by illness in 1999, returns with a third album that reprises his almost-hits (''A Bitter End,'' ''One Ride in Vegas,'' ''That's How I Got to Memphis''). Not all of the new material measures up, but Dodd's back-alley, Tootsies Orchid Lounge persona goes a long way toward restoring some of country's essential seediness.
