What was Jeffrey Wright thinking? Everything about this ''neo-noir'' is so tired -- the corrupt cops, oil-slick mobsters, double-crossing molls, flash-back-forward- and-sideways structure, and, mostly, the almost incoherent central crime (some money was stolen from someone, uh, sometime) -- that for the first half hour you're tempted to think Cement is an extremely clever comedy. Sadly, it's not, and the flick quickly turns leaden gray -- and about as interesting to watch as its title substance.
