Every season needs its party record; the second album by this multiethnic L.A. band may be it. Picking up where Los Lobos left off before they went arty, Ozomatli inject traditional genres -- in their case, the cumbias of Latin music -- with modern components like political rap sermonizing (courtesy of Common and De La Soul) and ska-like rhythms. What could have been a clunky fusion turns out to be an organic, free-flowing reverie -- street festivities with a conscience.
