Whether it's the fragile acoustic jangle of the wide-eyed opener ''See America'' or the ethereal, electronic strains of the closing ''April Chimes,'' Grant-Lee Phillips' impassioned delivery on Mobilize makes each note sound like the ultimate drama. It hardly matters that not every track is deserving of his mesmerizing voice. But when the ex-Grant-Lee Buffalo frontman does find a worthy melody, as on ''Humankind,'' ''Sadness Soot,'' and ''Spring Released,'' he's undefeatable.
