ON TV, plugging up schedule gaps during the baseball strike, ABC airs the special ''What Really Happened to Adolf Hitler?'' and the Erik Estrada movie ''Earth Angel,'' both to decidedly low ratings. AND IN THE NEWS, criticism mounts among Democrats against the appointment of conservative Kenneth Starr as the Whitewater prosecutor.
