With his smoky whisper of a voice and a seemingly endless supply of gently exuberant pop songs, the prolific Joe Pernice (who's also fronted such critical darlings as the Scud Mountain Boys and Chappaquiddick Skyline) is twice blessed. On World, the second album from his Massachusetts-based namesake project, he evokes both the bliss (''Working Girls'') and heartache (''Bryte Side'') of summertime, making for perfect lazy-afternoon listening.
