In the Fishtank (Konkurrent) Sad songs say so much, as a sad case once observed. And since both Low and Dirty Three specialize in exquisitely eloquent melancholy, their pairing on this longish EP says a lot. This is wonderful 3-a.m.-of-the-soul music -- especially the moody extrapolation from Neil Young's depressive classic ''Down by the River.''
