The second album by U.K. house-music stars Felix Buxton and Simon Ratcliffe more than fulfills the promise of their '99 single ''Red Alert.'' This time, the Jaxx spread the wealth with multitextured tracks that conjure and update old-school disco (the jingling single ''Romeo''), hip-hop funk (the bum-rushing ''Where's Your Head At''), bossa-nova pop (''I Want U''), and, well, Missing Persons (''Broken Dreams''). But sound for sound's sake isn't what makes the disc work; it's the recurring female singers, who add forlorn soul to the rhythms. Rooty is where heart and feet meet and lovingly coexist.
