It makes one wonder: How come so many photojournalists and videographers were in lower Manhattan on September 11? Perhaps fate knew that something would need to be documented, be recorded for all time, and so the right pieces were shuffled into place. Regardless, ''WTC'' is but one of the many grainy, hand-held elegies that have emerged in the nine months since the attacks. It's not something one reviews, so we won't.
