IDLE HANDS Devon Sawa, Seth Green (1999, Columbia TriStar, 92 mins., R, also on DVD) Let us now praise Seth ''Scott Evil'' Green, whose beautiful delivery of otherwise generic wisecracks is all that stands between this painfully derivative horror comedy and a premature date with the eject button. Whether proclaiming the hasty conclusion of the main plot ''weak'' or interrupting the hero's inspirational monologue (''no Kevin Costner speeches -- let's just go''), he seems always to be performing from within the eye of a narrative hurricane, his only function to comment on the idiocy surrounding him. Given that the main story involves a stoner (Sawa) with a demonically possessed hand (cue ''homages'' to Evil Dead II, The Hand, An American Werewolf in London, etc.), Green is rarely at a loss for words.
