THE MUSE (97 mins., PG-13) What has happened to Albert Brooks? His new movie starts off as a clever burlesque of Hollywood and ends up an embarrassment -- a fairy-tale satire that seems to defang itself, scene by scene. Brooks plays a screenwriter who's told that he's lost his ''edge.'' There's one thing that can save him: a muse, Sarah (Sharon Stone), who's like an est guru and a gold-digging dominatrix rolled into one. The film doesn't seem to know whether its hero is a failed artist or a failed hack. Brooks, as always, is skewering fantasies of success, but here he does it so completely on Hollywood's corrupt terms that he deep-sixes his central gag. C-
