TWIN DRAGONS Jackie Chan, Maggie Cheung (1992, Dimension, 89 mins., PG-13, also on DVD) A rough-and-tumble mechanic and a famous music conductor are long-lost twins who team up to outwit some gangsters and, after a series of zany misunderstandings, win the hearts of a pair of beautiful women. Sounds like an Elvis movie, all right, but it's actually a slapdash Jackie Chan comedy. Chan hams it up throughout -- to little avail -- but the final brawl should please fans of his balletic action sequences, that is, if they can endure the full hour of silliness before it. C+
