Characterized by static direction, brooding performances, and a ''serious'' theme, this noir is drearily somber on every level. Four high school friends reunite when one falls under investigation for a 22-year-old murder. The scheming and screaming that follows is supposed to be ethically heavy; it's really fluff recycled from hundreds of pop morality plays. ''Reel Goodies (0:51'') In a heated standoff, Paymer fires a bullet through a TV screen -- an exact parallel to the frustrated viewer's fantasies. ''The Last Detail Busy'' character actor Paymer may redeem himself this fall with turns in ''Mumford and The Hurricane.''
