As anyone who's heard Bega's calling card, ''Mambo No. 5 (A Little Bit of...),'' knows, Latin swing is an idea whose time has come (even if Bega, its principal purveyor, is non-Latino). And with its hopped-up horns and leering lyrics (''I'll put on my glasses/And tell you how sweet your a -- is''), his debut album is filled with the sort of frantic, good-time tunes that'll make your next party jump like a Spanish Harlem dance club on a Saturday night. B+
