Two escaped convicts (Jeremy Northam and Steve Zahn) masquerade as gay beauty-pageant producers deep in the heart of Texas. And one soulful sheriff (spry and tender William H. Macy) extends an eager ''Howdy.'' Mark Illsey's comedy of '90s sexual inclusiveness is as effervescent as a cold sody pop -- and about as intoxicating: No gays, Texans, or little girls in adult lipstick were hurt or teased in the making of this soft, woolly first feature.
