Fox's inauspicious follow-up to its 1997 cartoon musical ''Anastasia'' is a sodden straight-to-tape prequel. With its derivative Disney sheen, the movie is a quasi-mythic adventure about two itinerant performers -- Azaria's scrappy bat and Grammer's haughty bear -- who endeavor to rescue a kidnapped Russian prince. I envision the kiddies nodding off during the drably gothic stretches between lively song-and-dance numbers... REEL GOODIES (0:51) ...the most fantastic of which finds the Machiavellian villain transforming into a fat dragon. THE LAST DETAIL Jennifer Tilly, who gives voice to a pink Seussian squiggle, was last heard as the ''Bride of Chucky'' and also squeaks up the big screen next month in ''Stuart Little.''
