The good news: The ex-Clash-man's comeback is far better than 1988's Earthquake Weather. The bad news: It's closer in spirit to the dub-inflected Sandinista! than to the snap and snarl of The Clash. Still, there are some catchy tunes (the tender ''Nitcomb''). And just hearing Strummer's distinctive rasp -- which sounds exactly the same all these years later -- is oddly heartening. B-
