At last -- a movie that makes you nostalgic for ''Jaws The Revenge.'' Set in an African fishing village, it features ''Starship Troopers''' Van Dien as the world's most exquisitely toned marine biologist, who's seeking the truth behind a series of you-know-whats. The wan presence of ''Oz'' warden Ernie Hudson does little to energize this preposterous thriller, which ultimately -- and irritatingly -- has less to do with enormous man-chomping fish than the title suggests.
