Since the author, Howard E. Green, has been on Disney's PR and marketing team for the past 23 years, don't expect much dish on the making of this latest Disney family film. Do expect, however, much gush and a typically gorgeous piece of merchandising an elaborate book filled with exquisitely sinewy art. Green maintains that the theme of Tarzan is ''What constitutes a family?'' but he doesn't develop the notion into anything interesting in The Tarzan Chronicles. Instead you find yourself leafing through the book for breakdowns of the action sequences. As is often the case with cartoons, it's not the ideas, it's the animation that makes it compelling. B
