Music Review: 'The Middle of Nowhere' (1999)

The Jagger and Richards of electronica, Brit brothers Phil and Paul Hartnoll's dreamy new compositions sound positively capital-C classic compared with this season's pack of over-amped techno-come-latelies. These latter day Glimmer Twins continue the mellow mode of their 1997 hit ''The Saint,'' melding casually propulsive beats with swirling, symphonic melodies and a haunting vocal or three. Ravers take note: Nowhere — which has the goods to become this summer's feel-good record — will soon be everywhere. B+
