Sure, ''David Duchovny,'' the wittily obsessive mash note to the X stud is the standout single here. But on Girl's best tracks (''Smitten,'' ''Not Your Girl'') 23-year-old Sharp, with her edgy Natalie Merchant voice, shows a knack for catchy, clever rockers. Cheap is littered with burnt-out hearts and ''nasty puns,'' but underneath its jaded fatalism lurks a hopeful romantic. B
