The songs are the thing on this studio-polished second album from the L.A.-based musician, who cowrites here with such proven pop craftsmen as John Shanks and Jules Shear. While Toback's melancholic voice think Ben Harper, or Dave Matthews in need of Saint-John's-wort grows quickly predictable, individual tunes continue to surprise, thanks to their nifty melodic shifts and intricate arrangements. If ''You Make Me Feel'' and ''Greenlight'' don't chart for Toback, some smart vocalist could make a mint by covering them. B
