MAN OF 'ACTION' The case is closed: A sober legal drama can have greater rental appeal than a peppy teen romance. John Travolta won over the jury as A Civil Action rented an average of 32 copies per store, while the Pygmalion-goes-pop comedy She's All That moved an average of 28. The debut win is Travolta's first appearance atop the chart in a couple of years; he bowed at No. 2 in 1998 by playing another legal figure -- Bill Clinton stand-in Jack Stanton -- in Primary Colors.
