Six years, four months, and fourteen days after Arrested Development peaked on the Billboard charts, AD's Speech is still at it, but this lightweight retread shouldn't revive his career. The unadventurous Hoopla is sometimes silly (''The Hey Song'' is based on 4 Non Blondes' 1993 hit ''What's Up''), occasionally awful (his funked-up mauling of Bob Marley's ''Redemption Song'' borders on blasphemy), and, the title notwithstanding, unlikely to cause much of a fuss.
