JEFF ''TAIN'' WATTS Citizen Tain (Columbia) Having stoked the creative flames of others, poetic powerhouse Tain makes his major-label debut. Many of the drummer's longtime comrades join in, including the Marsalis sibs and the late, great pianist Kenny Kirkland, on a set that manages to be mainstream with liberating twists, from the simple, hypnotic ''Blutain, Jr.'' to the languid beauty of ''Pools of Amber.'' Short of visionary, Tain still possesses heat, nuance, maturity, and a bounty of ideas. B+
