Released in January, this topical look at senseless violence suddenly took off at radio following the Littleton shooting. ''Maybe it's the hairdos, maybe it's the TV, maybe it's the cigarettes, maybe it's the family,'' Cheryl Wheeler chants monotonously over a hopelessly nondescript rock track. ''If it were up to me, I'd take away the guns.'' Maybe she has a point, but Wheeler would've been better off writing an editorial. Musically speaking, ''If It Were Up to Me'' barely registers. C
