A ''haunting tale of mystery and murder''? The only thing remotely frightening about this ancient costume drama Rowing with the Wind, a 19th-century affair made in long-ago 1987, is the pouffy hair Grant sports as Lord Byron in his Don Juan heyday. The curiosity factor rules: Grant and Hurley met while making this film for director Gonzalo Suarez, so it's amusing to watch them frolic. False advertising aside, it's as diverting as anything on A&E. B-
