Star and perpetrator of The Underground Comedy Movie Vince Offer looks like one of those L.A. jerks who thinks that he's in show business because he shows up at auditions. Most of Offer's targets (The Godfather, Dirty Harry) are centuries old, and he's got a second grader's notion of satire — dumbbell reversals like a sendup of Randy Newman's ''I Love L.A.'' called ''I Hate L.A.'' Joey Buttafuoco and Slash drift through a couple of sketches, but the movie's one true celebrity PR coup is that Offer actually sued the creators of There's Something About Mary for allegedly ripping off his movie. He's joking, right? F
