If you must be a clone band, better to model yourself after Hanson than the Backstreet Boys, as these four Canadian brothers demonstrate on their debut Chapter 1: A New Beginning. The Day-Glo hooks and sunshiny harmonies of ''Girl of My Dreams,'' ''I'll Be There for You,'' and the single ''Until You Loved Me'' will make you go, ''Hmm... bop?'' But when the Moffatts take cracks at ska, hard rock, or mewling boy-band harmonies, you wish the work-visa regulations were stricter. B-
